Runtime configuration for DAPPER.

Defaults are set below. Override at runtime:

import dapper
dapper.rc.liveplotting = False

Or use environment variables: DAPPER_DATA_ROOT, DAPPER_LIVEPLOTTING, DAPPER_PROGBAR (the latter two are useful for remote jobs).
